Introduction

Established in 1953, Wuzhou Engineering Design and Research Institute (the “Wuzhou”), also named the Fifth Design and Research Institute of China Ordnance Industries under China North Industries Group corporation, is a Class-A large-sized and comprehensive design and research institute, ranks the Top-100 Design & Survey units in China, ENR Top-60 Engineering Design units in China, and is awarded All-China Technology Innovation Advanced Enterprise in building industry of 10^th five-year plan. In 2001, the institute was appraised as one of the first 520 units being entitled the “Good Reputation for Contract Implementation” unit by State Administration of Industry and Commerce, it is publicized trustworthy enterprise on contract implementation by Beijing Administration of Industry and Commerce for consecutive years.

There are 1186 staffs in the institute, including 4 national engineering design masters, 53 experts enjoying government’s special subsidy, 4 science & technology leading persons in CNGC, 2 candidates in “ 511 Talent Engineering” of science, technology and industry for national defense, 94 professor-level senior engineers, 277 senior engineers, 443 engineers; 31 first-class registered architects, 71 first-class registered structure engineers, 46 registered supervision engineers, 23 registered cost evaluation engineers, 24 registered consulting engineers, and 26 registered safety engineers.

Striving for upgrading of technology over the past 55 years, the institute has been developed into a large-sized design unit which holds comprehensive-class-A qualification for engineering design. It has undertaken not only designs for science, technology and industry for national defense but also construction engineering designs for the other fields and with different classes to meet the domestic and international market demands. The institute can also deal with construction project general contracting, project management and relevant technical & management service licensed within the qualification certificate.

Experienced with many years operation, seven core businesses and engineering design technology have been formed, involving in the industries of defense, tobacco, environmental protection & sanitation, commercial explosives, safety technology, civilian architecture and modern manufacture focusing on optical-mechanical-electrical technology; a package of know-how in explosion proofing & resisting, anti-microvibration, electrostatic prevention & application, national economic mobilization and steel structure have been developed; furthermore, the institute strengthens the market development of engineering contracting and project management and try to make the contracting & management of comprehensive and formalized industrial project as new profit earner. Over the past 50 years, the institute has undertaken over several thousands large-sized and medium-sized ordnance industry project and civilian project concerning design, consulting, total engineering contracting and construction supervision, including that 269 projects won the prize in state and provincial/ministerial levels, in which 6 projects won state level excellent design gold prize, 6 projects won state level invention prize.

Following the quality policy of “Scientific Management, Advanced Technology and Excellent Service”, the institute continuously enhances the quality management to ensure the quality of engineering design in the past years. In 1992, the institute was chosen as the advanced unit for total quality control management in Class-A design and survey units all over China by the Ministry of Construction. In 1996, the institute passed its quality management system ISO9000 certified by China Classification Society Quality Assurance Ltd. (CSQA) and China Design (Beijing) Quality System Assurance Center. Since then the institute satisfactorily passed in successive years the supervision, examination and verification by China Classification Society Quality Assurance Ltd.

By further implementing “scientific outlook on development”, being oriented on market, centering on profit, by means of intensive and professional operation, clarifying market target, optimizing resource allocation, upgrading core technology, accelerating adjustment of business structure, organization structure and human resource (HR) structure, establishing and improving mechanism platform based on allocation & HR and system platform based on multi-owned-property, the Wuzhou will be built into a harmonious & sustainable-developing international engineering corporation with core competitiveness & technical innovation ability, and meeting the requirement of modernized enterprise.
